Overview
In the RSSH-C19RM grant, GBV case management is planned to run with a help line among other strategies while the GBV Case response teams are expected to have basic knowledge on GBV Case Management for proper management of GBV cases and survivors. This consultancy is to strengthen the capacity of National Staff of the ATM Networks, GBV/GHR Partners, and NACA Toll-Free Line Workers who will in turn train the GBV response teams at the state level.
The grant still recognizes that, during the restrictions of movement due to complete or partial lockdown as a result of COVID-19, there was limited access to routine HIV, TB and Malaria services; particularly in the most populous States and commercial centers that were the hardest hit by the two waves of the pandemic in Nigeria. During pandemics, continued access to services was affected and attention was mainly focused on the emergency cases. As a result, access to information and services as well as protection of the rights of the vulnerable communities were somehow compromised. Based on these, key and vulnerable populations and affected communities with HIV and TB reported cases of harassment, stigma and discrimination, violation of privacy and confidentiality rights in the process of seeking healthcare were recovered even when the lockdown was relaxed.
To respond to this, the ATM networks have been selected as technical support Organizations (TSOs) under the Global Fund COVID-19 Grant, with NACA as the principal recipient, to provide programmatic and technical oversight to communities in response to human right abuse and reduce stigma across ATM related programs. It is against this background that this consultancy is necessitated to strengthen the ATM networks and other relevant stakeholders on GBV case management in the various implementation states.
Objective of the Consultancy
- To strengthen the capacities of the Toll-Free Line staff at the NACA Office, the ATM Network National Officers (who will in turn train the GBV Response Teams at the state level to respond to GBV/GHR cases more effectively using the most appropriate methods or strategies for providing help to a survivor.
- To update the available tools and provide guidance on documentation of relevant indicators.
Overall Scope of Work
- The Consultant will work under the supervision of the ATM networks to strengthen capacity of the ATM networks on GBV case management and update available tools to reflect the new knowledge.
ToR for the Consultant
- Conduct entry/interaction meeting with the ATM Networks to understand the organizations and concept of the project.
- Prepare training agenda.
- Develop training slide from existing national curriculum on GBV in Nigeria.
- Update existing tool to reflect additional role of case management.
- Conduct an NTOT for the ATM networks and other relevant stakeholders. Composition of participants is; 6 representatives from each network, 1 consultant, 2 representative from women affairs, 2 representatives from National human right commission, 1 representative from ministry of justice & 2 representative from NACA toll free department.
- Develop detailed training report.
- Develop consultancy report.
Methodologies
- Meeting for interaction meeting with the ATM Networks to understand the and concept of the project.
- Facilitate 3 days residential training for capacity strengthening on GBV case management.
Specific Deliverable
- Inception Report detailing entry interaction with the ATM networks and understanding of expected role.
- Training agenda.
- Training slide from existing national curriculum on GBV in Nigeria.
- Updated tool to reflect the additional role of case management.
- NTOT conducted.
- Submission a comprehensive training report
- Submission of consultancy report.
Knowledge and Skill Set Required
Education / Eligibility Criteria – The consultant is to possess the under listed:
- At least a Master’s Degree in Public Health or Social Sciences or its equivalent; with experience working on HIV prevention programming for AYP, key and vulnerable populations issues.
- At least 8 years experience in HIV/Malaria/TB programming and must be familiar with health and non- health sector
- Have experience with strategic document development.
- Have undertaken at least one similar assignment in the last two years on GBV, GBV services and documentation.
- Must be resident in Abuja or its environs.
Skills Required:
- Extensive experience in program management with special focus on community level monitoring and advocacy and health systems strengthening.
- Must have vast experience in the development of training modules on GBV, COVID-19, CLM and Social mobilization.
- Excellent interpersonal communication skills.
- Excellent organizational and time management skills with the ability to multitask and deliver high quality results in a fast-paced environment.
- Strong writing, presentation/facilitation and computer skills
- Strong sensitivity and adaptability in culture, gender, religion, race and nationality.
- Strong computer and other IT skills, including knowledge of various software for processing documents including Microsoft Office (Word, Excel and PowerPoint)
- Must be able to speak fluently, read and write in English
